Should you know MMF to make an extension?

Does a programmer need to know MMF in order to make an MMF extension?

For example: If I know someone who knows C++ really well, and I point him to the SDK (or rSDK), and explain what I want... will he be able to make the extension?

It would help them if they knew and understood how actions, expressions, and conditions worked first. Other than that there probably isn't much else to need if they are an experienced C++ developer. But naturally, if they have used MMF2 for a while, they would probably pick up the SDK easier.
