Well.... That is depending on what kind of videogame music you want to make. Before, there were special tools for making videogame music, and the composers on the c64 and those old computers usually had to make their own music software to be able to make music on the machine.

So, you COULD get any of those programs or some of the newer trackers that produce .mod music such as modplug tracker. But today videogame music is usually made in the same way as any other music, either by a band, an orchestra or on the computer using professional music creation software.

I will reccomend either FL Studio, Cubase or Reason, but there are LOTS of great programs out there today. I only have knowledge with FL Studio. Do some searches, try demos and see what suits you the best. Keep in mind that these programs are advanced and it may take you lot of time to get used to them.

Modplug Tracker's my choice. And it's free - you can't argue with that.

Other options... FL Studio is becoming more and more popular, though I'm too stupid to work out how to use it, and if you want a chiptune-like sound, you could try pxTone.
