sniper game

How would i make a sniper game? Specifically some parts listed here:

Create a scope that will be the only area where you can see, the rest is black.

Somehow make only the heads able to be shot, but be connected to the bodies.

Also how to make the scope the mouse so when i click when i am aimed it will act as "when mouse clicks and object".
