Is there a way of checking bandwidth usage?

Im not sure if this is possible without 3rd party software but i hope it is, is there any way to check how much of a users internet connection is being used?

My application relies heavily upon an internet connection for register/login, a chatroom, a built in radio station tuner (for players who like to turn off game sounds and listen to music), and a few multiplayer games all in the single application, and i would like a message to be displayed if something is taking up quite a bit of there internet speed.

Edit: Also is there a way to allocate a certain amount of a users connection speed for these activities in my application?

Any help is greatly appreciated, this is my first big project and i would like to have it finnished soon.

Well, I'm not sure if this would be accurate, but you could monitor the sizes of the packets received and sent, if you're using mooclick for everything, but I doubt you do.
