    Is there a way to have the objects react with another (no Chipmunk-ed) active object that is already there at the start of the frame?

    Like a rock on the floor...

    Yep. Just use the normal conditions (as if you weren't using Chipmunk at all) and do the modifications manually in the actions under the Chipmunk extension (Body > Modify > etc).
