is it possible to load a picture into the animated picture object from the clipboard?

Well, not really. What you can do is use the Image Manipulator to load it from clipboard and save it to a file that can then be loaded into the active picture object.

You can also do the loading via the surface object:
* Load the image from the clipboard into the surface object.
* Export the image as an overlay.
* Load exported overlay into the animated picture object.
