moviment object with X - Y Mouse

PLEASE,
I must have a function similar to this, but this function must have a correction. I want this black object he moves with the mouse without having the initial release. Him ago this because it sticks to the key point. how can I do for having a trasport of the similar black object to one screened of windows? I want the mouse to anchor him in the exact point where me clik with the left mouse and then I can move this black object.
