What is wrong with this?

Hi.
I'm trying to make a autobordering thing. When I put squares on screen, MMF2 will automatically border them at start.

The problem is, why #20 event doesn't work? Why any event that is not negated like that, doesn't work? At first I was using a loop with spreading value of squares, that didn't work at all - detectors didn't detect any collision, so I used foreach, and it worked, but not for event #20.

If somebody didn't understand: I'd like to make a thing such as border. For example if I have a ground and put there a few squares of grass (active objects) from editor, if I run application, at first MMF2 will make borders around these grass squares to make finally good looking grass on ground. The problem is event #20. There is condition not negated. This condition disables whole event, why? Even if I put foreach + this not negated condition, this event won't run, others will do. What could I do to make it working?
