Uh... That's pretty much the WHOLE game. It sounds like you want someone else to make the game for you. Also, if this is your first project, I hear fighting games are way to hard for beginners. Even experts have a hard time with it from what I've heard, so you might want to make something a lot simpler first. A simple side-scrolling space shooter might be easier. Also, unless the Super Smash Bros game is for personal use, you aren't really allowed to use someone else's copyrighted work.

start simple, with tutorials. Side or vertically scrolling space shooter is the easiest way to start learning to make games.

Yeah... older/retro games may be simple in gameplay, but can be very complex in creation. While Clickteam products make the creation step easier, you should start with something more basic and then progress in that direction.

My first game was a simple paintball game that involved Characters, Shooting at a mouse, getting hit and watching the game play out, basic AI (bouncing ball movement and random shooting in the direction of enemies), etc. Try something simple like that.

I have heard of fan games.

I don't think he was aiming for a fan game, he sounds like he was aiming for a clone. If it's a fan game, then that is okay as long as he makes it obvious. But he overall sounds like he wants someone to make the game for him. He hasn't even registered any products yet. He's probably using the demo version, so he certainly won't be able to finish his game in that much time if he's aiming for finishing making a whole Super Smash Bros. game.
