Can't change FPS rate during in game?

Why is it that I can't have the option to change FPS rate during the game in the flash build, but I can do this for the windows .exe build version of my game? Is this another flash SWF limit? Or is the feature not yet fixed to work on the flash version?

Examples include bullet time features, frame rate testing for debugging purposes.

It's another SWF limit. For bullet time, just have a speed divider/multiplier counter. I don't know any alternatives to frame rate testing or debugging purposes though.

Thanks to Stephen, I now have to way to change the FPS. I'll insert it in a next version.
