Event to Adjust Refresh Rate?

I have turned on V-Sync for my game and it's running fantastic. Even on an older laptop, when we turn the refresh rate up to 60 hz, it runs smooth as silk. My question is, is there a way to have the application detect the current refresh rate and change it to 50 or 60 if it's at something lower?

Frame Rate = 50

Allways
- Set Counter to Frame Rate

If Counter < 50
- Set Frame Rate to 50

It sounds silly but im just guessing here.

check machine independent speed option in one of the properties for mmf2. at that point if it doesnt run at the max speed, then something is causing it to slow down.

FYI, I actually found an extension called "The Big Box" that allows you to control refresh rate.
