Because Cookies are a standardised way of reading/writing user data without compromising security. If you allow a flash file to access anything outside of the cookie folder our computers would now be riddled with absurd security exploits, to which most of people would be unaware of.

I've seen Flash applications do this though. They just, say "Do you want to allow game.ini to save a file to your computer?" or something like that. I don't think it should be that big of a deal.

Flash does not save data in cookies, but in a specific folder in the user's directory (cant remember which one) (if you search for "flash data save" on google you find some discussions about it).
I remember using a program to display and edit the saved files, but cant find it anymore.

That's true, but a cookie is still created as part of the saved information. That's why your saved game disappears when you delete your cookies.

I was thinking of this myself, but i am not exactly sure how to force the array or ini object to save to another place besides where it does, i would gladly put this as an alternative save option in a game, so the player does not have to find the exact site he was playing at to continue his save, or in case of a cookie deletion etc...

Flash Inis are ussually saved here in win7: C:\Users\'Youruser'\AppData\Roaming\Macromedia\Fla sh Player\#SharedObjects\
