look at your events again

you are changing the the alterable value to 0 in order to make the stopped animation happen but then you never change it back off of 0 once the character starts moving again

add the follow action to events 11 and 12:
- Active 2: Set alterable value A to 1 (put this event before the other actions in this event)

Also go to the properties and change the initial value of alterable value A to 1
