I am looking to buy a used iPad and found one on craigslist for $150. It's a IPAD 2 32GB wifi only model. Does anyone know if that's considered a good price? Also, if I decide to pick it up, can I download Flash and iOS games to it that where made from MMF? I never had an iPad before, so I don't know to much about them.

If it's all working, that's a damn good price.
You can use iOS games that you've made, but not Flash games (without jailbreaking). If you did want to put your iOS games onto it, you'd have to get a developer's license ($99) from Apple.
Also just as a word of warning... You'll also need a mac to build to xcode. From my testing with ipad and the iOS exporter, things went great. I had a weird issue where the iPad was cutting the framerate in half, but I fixed that by just increasing the framerate 2x in the MMF application and then exporting that out. (so 120fps in MMF runs at 60fps on iPad) I honestly still haven't figured out why it did that, and apparently other people don't have that issue, but I just thought I'd mention it.
But as far as performance goes... everything should run great on an iPad 2. At the time I was testing a little platformer game on a first generation iPad and it still ran at a nice smooth framerate.
An iPad 2 should be fine for development at the moment, but an iPad 1 can't be upgraded to iOS 6 (highest is iOS 5.1). Not sure when Apple might stop supporting the iPad 2.

He said the data cable is missing. Is that an issues and easily purchased? I found out by talking to him, it's an black apple ipad 3 64 gb with wifi and he wants $195 for it. Is that still a good deal even though the data cable is missing?
A data cable would be cheap, especially considering that particular iPad would normally cost $600 new. That is an insanely good deal. I just have to wonder what condition that thing is in if he's willing to part with it for a mere $195. Make sure you check it out thoroughly. Or maybe since it's Craigslist and he didn't know what model it was when he placed the ad, it's stolen lol. Or maybe he's hoping you're dumb and won't actually check to see the specifications to verify it's an ipad 3 64gb and hopes to milk more out of you.
If the data cable is missing, it wont be able to charge. Granted this is a cheap fix, but if you have an ipod or iphone, bring your cable and a pc. Make sure that this can power up. Plug it into your pc and make sure you at least see the charging screen. I'm on the lookout for an Ipad3 myself, but i'm not seeing the price i want to pay
I know right, I think it's to good to be true. Got to be careful with craigslist. If it happens, I'll be sure to check it out really good.
iPad 2 is the perfect medium spec for testing on and that price is a steal. Like others say you'll need a Mac to export your own games but you can play others'. iPad 2 will continue to be supported for quite some time thanks to the iPad Mini.
