I assumed you would just upload a new version to Google play and it would then notify the people who have installed it about the update.
If the app had setting on the phone to allow auto-updates to the app it would then just do it automatically.

Yes, all client devices (phones/tablets) will automatically update their apps when you update at Google Play Developer.

When you upload an updated .apk file to Google Play, it takes a few hours before the Google pages actually update, and then, for everyone that has your app downloaded, the next time they are connected to internet or data service, they will be alerted that there is a newer version of the app available. They can choose to install it or not to. They can also check a box to allow the app to automatically update itself when a newer version is uploaded. So it is important to keep in mind that just because you release an update, doesn't mean that everyone will download it, so there will always be other, older versions of your app out there floating around somewhere. Something else that you should know, when you upload an updated .apk file to Google Play, the newly uploaded version must have a higher version code than the previous .apk.
