Noise Detection - Microphone Extension

Hi, I've been gone for months and am sort of out of the loop. I did a query and found no useful results, so this is my question:

Is there a microphone extension that allows a program to detect noise level and/or create events based according to the noise level?

I think there was a pitch detection extension, but not a noise detection. Also, that one is discontinued and it used a library that costs a lot of money in order to use commercially. There also is a voice recognition extension in development, which can detect whole words. However, again, I don't know of any noise detection extension. Someone could probably make one, though...
