cannot find For loop anywhere?

I looked in all my options, and I cannot find "Start Loop for each"
Where is that one located?

It's an action on the object itself (for instance, an active object) under Count --> For each object or For each of two objects, as you've got in your screenshot.
What you're looking for is a condition on the same object, under Loops --> On each object
