Screen overlay between frames to avoid white background / windows control flashes?

I thought I had this issue fixed but it seems some machines still have an issue. When a new frame loads, the initial white background color flashes, as do various windows control objects prior to their resizing and recoloring. I really, really, really need a fix for this. What can be done?

Is there any way to force a solid color to load before a frame end and stay until the next frame is fully loaded and ready? Essentially an overlap between the frame swaps?

Advice is needed and appreciated!

Also, and I know this sounds simple, but can't you just change the RGB background of the frame you're jumping too? Won't that change it to the color you need while it's loading?

That's what I've been doing but it always resorts to a quick flash of white while things load. However brief, it's a bit annoying. It may be because the background color is configurable by the user and I have a few full-height or full-width windows control objects which ALWAYS seem to load white for a split second.
