Best way to create a vertically scolling driving game?

I'd like to make a very basic ZX Spectrum-like top down vertically scrolling driving game. What's the best way to draw the playing field? Do I just set the frame height to however long I want the first level to be? Is there a limit to how high the frame can be? Also what's the difference between Size (default 640 x 480) and Virtual Width and Height?
