    Set sample volume is ignored

    Start of frame - set volume of sample "rocket ship" to 10.
    Start of frame - play sample "rocket ship" (uninterrupted).

    It plays the rocket ship at full volume.

    What the hell is up with this?

    The weird thing is, in another frame I've got several set sample volumes as a start of frame condition and those volumes work. This must be a bug.

    Another bug I found, unrelated to the above, is ticking Follow the frame for actives. Ticking the box DOES NOT follow the frame. Unticking it DOES follow the frame. It's backwards for some reason.

    Look at your event order again. It doesn't work because you're trying to set the volume of a sound that isn't playing yet. Set Sample Volume doesn't affect every occurrence of that sound in the future. You could work with sound channels instead if you want to do that.

    "Follow the frame" means that an object will "stick" to the play area if the player scrolls away from it (i.e. follow the play area, not the viewport).

    It seems to work in the other frame though. I've got about 20 set sample volume events in the same Start of Frame condition and each time one of those samples plays it's at the correct volume.
