[Help] Frame Rate Decrease While Recording With Fraps?

I recently noticed that while I was recording (my app/game) with Fraps, or Action, the frame rate would decrease and would go to 30-40. My problem is that it will constantly change frame rate, making it (app/game) laggy. Is there an option to lock frame-rate.

    Game:

    Resolution:
    - Frame: 1280x768
    - App: 1024x768
(those two are diff. for a scrolling effect)

    Display Mode:
    - Direct3D 9 (latest) with VSync on.

    Graphic Mode:
    - 16 million colors.

I've also tried building as an .exe and testing it out, still the same problem.

    Any advice would be appreciated!

Locking the framerate wouldn't be possible, actually. Why, you might ask? Have you ever seen a PC game that always runs 60FPS guaranteed, no matter what other programs are being ran in the background, on any computer? No? My point exactly. Yes? Well, then I have a new question: What games are you playing that can run at 60FPS on a old, barely-meeting-the-system-requirements Windows XP computer, exactly (I did specify that it needs to be able to run on any computer, with any software running in the background)?

Also, have you ever used Fraps for recording any other games, and, if so, has it ever caused any other games you have used it on to lag even a touch more? If so, then that's the problem right there: Either your computer can't handle recording things that run at full 60FPS, or Fraps is causing too much overhead, even if another program that can record gameplay would not cause the same issue.

Another thing, if you just want everything to act as if it's running at 60FPS without actually running at that speed, you could try the "Machine Independent Speed" setting.

Lastly, does the same thing happen when you try using, say, Open Broadcaster Software (a free screen-recording program, that, while targeted at livestreams of games, can be used to record normal video footage as well)?

EDIT: I've just tried Machine-Independent mode and it seems to be at a constant 40fps, which is good enough for me.
I'm probably going to upgrade my PC to better suit my needs.
    Thanks for your help @happygreenfrog
