Screen resolution for mobile (Tutorial request)

I have been unable to find a decent tutorial regarding, get and set frame height/width according to the target target devices screen resolution. The tutorial i found only centres frame postion doesn’t seem to make any attempt to get x,y values of the screen.

1 ) I would like to create a game that adjusts its screen resolution according to mobile device

2 ) I would also like to resize backdrops or active objects according to screen res, is this possible?

3 ) during development of said game, what is the best graphic image size for scaling up or down.

4 ) what is the difference between ( set frame height/width) or ( set virtual frame height/width)

Hmm, that's an interesting article
It is however outdated as far as I can see, and the suggested Frame Sizes were set based on the max resolution sizes of the released devices 'at the time of the article'.
Now we have new devices with higher max resolutions, and as such the suggested parameters in the article does not take this into consideration, meaning following those suggestions will not give a correct/ perfect fit for the new devices.

I can be more specific, but look at this chart and compair it with the suggested sizes in the article:
