Try to reset the frame editor toolbar in the toolbar settings.

There is really no difference between the latest release build 286.6 and 287.4 Beta version.
I can't apply the CRT effect with events(Frame effect - black screen; Layer effect(Layer object) - black screen).

There is really no difference between the latest release build 286.6 and 287.4 Beta version.
I can't apply the CRT effect with events(Frame effect - black screen; Layer effect(Layer object) - black screen).

The black screen is due to the fact the parameters of the effects must be initialized after the Set Frame Effect action, with Set Effect Parameters actions. Set Frame Effect only takes the effect name as parameter, it doesn't initialize the values of the parameters.
