Fade transitions take 100% of GPU?

I noticed that standard fade transitions (at least fade to color) take 100% of the GPU (RX480 - Skyrim SE for comparison takes max 40%). Noticed this because every time fade occurs GPU fans speed up. MSI Afterburner shows that during fades, 100% of the GPU is utilised and framerate jumps over 200. You can bypass this by having the vsync on but should it work like this? If you have 60fps game, why would fades need to go past that rate?

Unsure how intensive the built-in fades are. However, it would be more efficient to use an Active scaled up for your fade effects anyway...

well, it sounds like they aren't very intensive, but they're unhinged. 100% GPU while getting 200 frames suggests that something in the transition code is allowed to repeat itself non-stop, until it sucks up every available GPU resource.
